Scotch game(?)

I had a chess competition yesterday.
After the competition the first 20 players played a simultanic game against a CM (which becoming an IM in a few days).

I got of was the only one who drawed with him (in other words didn't lose), but the interesting thing, was the play in my right. Mr. CM played the white side, and the first move were like this:

I think it's called scotch game, but i am not sure. Is it possible that a master with rating of 2300+ will play this opening? What was he thinking when he played that?

It's a perfectly good opening. Kasparov even used it in world championship matches (both against Karpov and against Short), and many other grandmasters use it.

After the Ruy lopez is is probably the second most respectable opening following e4 e5, many masters play this line and it was favoured by Kasparov for some time.

Well, that's new to me. Can someone give me an example for a game that kasparov played that opening?
