It depends. If they are tourney games I believe the rating will change.
Otherwise, as long as less than 4 moves have been made ratings won't change. If no moves have been made you should be able abort with no rating change.

This morning I noticed that four 7-day games had started for me that I hadn't accepted. I'm not interested in games that drag on that long so I'd like to cancel them but don't want to hurt my rating.
Do you lose rating to resign if you haven't made a move yet?
What if I were to timeout without moving?
Thoughts?
