Yes it does look out of place on b2,I guess white had it's own agenda and b pawn was not a threat to white and it's plan of attack,so I guess white made right choice,or maybe white never had chance to take b2

No need to capture the pawn on b2 - White has much better things cooking but I was intrigued at that setup. I can't find any record of this game (or the players come to that) on chessgames.com so wonder if anyone can find this game somewhere ?
