could you also bring the rook to a4 and once he kills it bring the other one to b4?
If you're suggesting white sacrifice a rook in order to use the other one to help with checkmate, I'm quite sure it doesn't work.
is rc5+ working as well? for example: 1.Rc5+ Ka4 2.Ra3+ Kb4 3.Ra5 (threatening R3a4 mate) Kc4 4.Kc2 (R3a4# again is the threat, and if now 4...Rb8, then 5.R3a4 Rb4 6.b3#) d3+ 5.Kd2, and i can't see a move for black. 5...Rb8 6.Ra4+ Rb4 7.b3+ Kd4 8.Rxb4#. Or, am i missing something so obvious, i'm going to be embereced.
At quick glance, it appears you are indeed correct, but of course a mate in eight is too many moves to be the solution to this problem.

i hv a doubt , why wud the black rook move in front of the white as in the next move the white will kill it and there is no piece to protect the black rook
The only reason is to delay checkmate by one move.
there are 2-3 solutions to this
What about 1. Rc5+, Ka4 2. Rb7 and nothing can stop b3+ followed by Ra5#
