Can anyone explain why black doesn't take the dangling rook?

Because if the black rook captures, the remaining white rook can be moved from e1-e8 and it is checkmate.

took me ages to spot, but white plays other rook to e8, then black cant move the king, and whether he blocks with the rook or the knight on f8, white plays knight to h6 checkmate
