Even if black could castle, 2.Qe7 would be mate.

It wouldn't even be check, let alone mate.

Nice! Seems to be important not letting Black's rook to move! :D

In reply to comments #146 and #148, the sequence after 1... Rb8 should be 2.Q-c6+ K-f8 3. Q-d6+ K moves 4. Qxb8#.

My mind must have been racing ahead of my fingers. I am surprised I left out the extra move.

As far as I can see, castling ruled out or not, it seems to work. However Black replies, mate is imminent.

It does work, but doesn't solve the puzzle, which is a mate in 3 problem. Only Qb4 forces mate in 3.

Let's put it this way.  If for whatever reason one is not sure whether or not black can castle, then 1. Qc3! is a fantastic move.  It still mates in four as demonstated by FrankPacey.  If one knows black cannot castle, then play 1. Qb4!, as it is one move quicker.Smile

That's sound advice to someone playing a chess game, when the difference between mate in three and four is unimportant. It's not such good advice to someone solving a puzzle, when mate in three or four could be the difference between succeeding and failing at the solution.
