    has to accept perpetual check on the back rank because:  if ...Kh6 then Rh4+ ...Kg5  f4#.  White is in danger of losing immediately otherwise.

    You're meant to figure out why Black is now facing perpetual check. (If the King goes to h6, White can check forever on the h and g files. If to h8 or g8, White plays Rf8+, then Rf7+ and so on.)

    Actually its mate pretty quick if black takes the kh8 option.

    I am no expert by ant shot but white can only win with not best play from black. Otherwise any move outside the given is a draw by agreement or repetition.

    Actually that loses for white.  After 1. Qh8+ Kxh8 2. Rxf8+ Kg7 3. R4xf7+?? then 3...Kh6.  White runs out of useful checks and loses.  White needs to keep the rook on f4 so if 3. R8xf7+ Kh6?? 4. Rh4+ Kg5 5. f4#.
