White wins with 1 e3.  But the entertaining feature of the problem is that White loses with any other move! If 1 Kd5 Pe3. This is the square that White should have occupied last move to hold back Black's mobile, advanced, threatening pawns. Also, if 1 d3 f3. Or 1 f3 d3. Black can force a passed pawn which will soon promote. (If White omits 1 Pe3).

White can build something like castle, but black knight can break through the wall: Nb8-c6-d4. If white pawn takes knight on c6, black plays Bb8 and Q:c6.
