Nice set up move by the Rook to get the Queen off of the seventh rank.
You can't change them in order :-). Else the black king can go to h7.
I was just testing that. If the Queen goes first, then the King is free to use the h7 square as an escape and is no longer forced. The g3 Rook is also pinned against the King so it cannot move to the h-file to continue the checks.
