To be fair, if this was a real-life tournament, I would've been ok with a mate in 4 instead of a mate in 3 :P
True, but my point is, there are many moves that win (for example, Rd2 is a mate in 4). In fact, every legal move wins. So unless it is explicitly noted that the goal is a "mate in 3", or even "find the best move / fastest win", Rd2 is just fine.
And about the running out of time reasoning - If I was low on time in this situation I would definitely play such a move that I'm sure is winning and winning fast, instead of going like "Hmm, I wonder if there is one move in this position that mates the fastest" and waste all my time thinking about it.
It is a pretty neat problem btw.
Maybe he was hoping for a draw; I mean, psyduck, there are some guys that will never ever resign. I don't know what are they waiting for.
