There is no win for either side here, this is a dead draw. No matter where the rook moves, black's king will capture it.

The longest mate with K+R vs. K is 16 moves. Your position is a mate in 12, if White can find the one correct first move.

Can you find one of the positions where Black can hold out for 16 moves?

Correct. In fact with those king locations, there are 28 squares for the rook to have a mate in 16. All other legal rook locations give a mate in 15.
