To answer the question in general: you can't answer it in general...
This sort of question is always very concrete and depends on the details of the position. But as a general rule, material balance is typically more important in the endgame than in the middlegame, with the caveat that in the endgame, a pased pawn, especially an advanced one, is often worth significantly more than it would be in the middlegame.
Another way of putting that is that, in the endgame, the number and quality of pieces typically make themselves felt more directly and more permantently than in the middlegame, where the dynamics of the position can make piece values a bit less significant.
That means that piece sacrifices (and especially queen sacrifices) in the endgame tend to work only when they're very concrete, leading to forced mate, promotion, or recovery of the material. (Which does happen -- never forget that tactics are common in the endgame, though they're often a bit different in nature from middlegame tactics.) On the other hand, speculative piece sacrifices of the sort we sometimes see in the middlegame are typically not effective. (But remember I'm limiting this to pieces: very often, it *is* effective -- even necessary -- in the endgame to sacrifice a pawn rather speculatively in favor of piece activity.)
