The players at your rating can't close out games and are very likely to blunder back. It's easier to comeback at lower rating, not harder. If you just played the whole rest of the game without blunder your opponent is certain to blunder at some point. But I don't think your problem - i.e. the reason you are rated what you are - is that you resign too quickly. I think the point is mostly tangential and not what you need to focus on. But there is something to be said about a player who's resilient and just will not die. And developing at least some resiliency is important. Plus the more you understand chess principles the more you will see that in many positions being. material down comes with other forms of dynamic compensation.
