Lucena and Philidor positions are essential.

Not only because you will get them on the board, but because you might be able to predict from a far away should you or shouldn't you exchange rooks based on the fact will the position be Lucena like or Philidor like.

Don’t skip them. Rook pawn endgames are the most common endgames (euh, source?). It’s not only about the two positions, it’s also about the underlying principles (cut of the king, finding shelter behind your pawn, knowing when to fight for a draw, etc).

It's the backbone for all rook endgames. It's essential to know.

In general, I would trust Silman in what endgames you should learn at which rating levels.

You never had a rook endgame where one side has an extra pawn? It is somewhat hard to believe.
