lol.... I hate to break it to you, but most of the time I spent before replying was me eating breakfast and making a phone call 😅 it was an interesting puzzle, though. I never thought of making something illegal by controlling the tempo of one side.
The closest you can get is Black to move, with White's knight on h3, after which Black has to play a3 to pass the turn back to White.
