Why illegal? All four of Black's captures were by pawns on the queen side, so the black h-pawn made no captures. White made eight captures on the queen side and one on the king side (the missing h-pawn) for a total of nine captures, but Black is only missing eight men.

Why illegal? For the pawns to cross and promote on opposite colors, each side needs six captures, leaving ten men on each side, but White still has eleven men. With either white knight removed, the position is legal.
