Then why did you say”would you consider this strange?”
Because some people have different opinions on whether or not to consider it "strange" or illegal, or both. I was merely verifying whether or not the position would qualify for the contest.

I think that is illegal
The side to move is part of a position.
It is indeed an illegal position. The only possible moves to get to it are knight and rook moves and all of those moves preserve parity (a simple way to see this is that the moves always change the colour each piece is on, so whether they all return or the knights swap places, the total number of moves must be even for both sides, so white is to move next).
