1.       e4 e5

2.       Nf3 Nc6

3.       Bb5 a6

4.       Ba4 Nf6

5.       0-0 Be7

6.       Re1 b5

7.       Bb3  0-0

8.       c3 d5

9.       exd5 e4

What is this called and how should I play against it?

It is called the Steiner variation.Play dxc6,exf3,d4,fxg2,Qf3,Ng4,Bf4 and ull be fine.
