Any openings can be played by any player from any rating. You might haven't met high rated players who make mistakes during opening
Most players even beginners know at least some theory. The higher you go the more variations and depth you can expect your opponent to know. Everyone has different gaps in their knowledge and rating is a matter of consistency. If a particular opening is causing problems then study it or avoid it

Don't worry about theory that much tho just play naturally.
Somewhere around 1200 and then gets better from there. My most recent blitz game followed theory up to move 12 ish when he just hung a piece lol ez 98 accuracy
