Can White draw this?

Woah, I've come around now, I've just gone over this with an engine, and it thinks it's winning (this is Houdini 2.0c 64x), and it's giving 6.nm+ advantage, but I'm overruling the engine analysis here because there is no clear win, because if the rook comes to the 1st rank, it's stalemate with the king on e2 and the Houdini path is just piece shuffling!

Sacrificing the rook for the g2 pawn doesn't work either, this is a lovely problem, thanks Tantale!

Thunderman, you're not following the path given by Tantale, the key here is to sacrifice the white rook and it yields a drawn position. That analysis is pointless. The real trick here is 1. kb1 kg7 2. Rh6!! Not taking brings about a draw and taking brings a draw too.

It is a draw!!! black has too many advanced pawns (to white's favor because they help him stalemate)

What if black plays 1...Rh8? then white doesn't have time to protect the g2 pawn.
