I looked up the top players in my state of Illinois and found there are many players rated above 2200 which are listed as "candidate masters" One player had a USCF rating of 2374 and was listed as "candidate master".

you need to get "norms" in order to get any title above a CM. A CM is a person of a master rating without a norm. (You could possibly have a guy with a 2500 rating who is a CM or NM for example but this is almost impossible.) They have the rating class or had one for that qualification.

What a norm refers to is getting a good score (I think 4.5-5/5 7-8/9 or something similar depending on the difficulty of the tournament/the players) in a group of people at your rating class (or obviously above it.) In other words, you have to be a 2200 who is performing at the strength of a 2200 (or similar) vs. an average of 2100 or higher.

That is why becoming a GM is so hard. You have to perform at a 2500 level against other GMs/IMs which means consistant masterful (puns) play.

There are exceptions like the winner of certain tournaments or people placing in elite tournaments (like the Corus/Zee tournament) or the U.S. Cadets or the High School championships etc. will automatically get a CM rating.

You can also get a CM, IM, or GM title for contributing innovative chess problems at that level.

I read that both Kasparov and Kamsky breached the 2500 rating and yet they were not yet GMs during those times.

Over the board chess

  • Grandmaster (shortened as GM, sometimes International Grandmaster or IGM is used) is awarded to world-class chess masters. Apart from World Champion, Grandmaster is the highest title a chess player can attain. Before FIDE will confer the title on a player, the player must have an Elo chess rating (see below) of at least 2500 at one time and three favorable results (called norms) in tournaments involving other Grandmasters, including some from countries other than the applicant's. There are also other milestones a player can achieve to attain the title, such as winning the World Junior Championship.
  • International Master (shortened as IM). The conditions are similar to GM, but less demanding. The minimum rating for the IM title is 2400.
  • FIDE Master (shortened as FM). The usual way for a player to qualify for the FIDE Master title is by achieving a FIDE Rating of 2300 or more.
  • Candidate Master (shortened as CM). Similar to FM, but with a FIDE Rating of at least 2200.

All the titles are open to men and women. Separate women-only titles, such as Woman Grandmaster (WGM), are also available. Beginning with Nona Gaprindashvili in 1978, a number of women have earned the GM title, and most of the top ten women in 2006 hold the unrestricted GM title.[2]

Other titles for players not as strong also exist, such as Chess expert. The USCF currently gives a national title for achieving five norms of that level. The titles are the following: (note these are national titles and are not recognized by FIDE)
