Draw button - new to chess

I offered a draw but the time continued to count down on my clock, my opponent has not accepted or declined so I had to play again so that I didn't time out. Surely it would make more sense to freeze the clock till the draw was accepted or declined. Also if I have to play another move I may want to withdraw the offer of a draw, can I do that? As I said new to chess. Thanks

1 Once you offer a draw you cannot withdraw the offer. 

2 The proper procedure in OTB chess is to make your move, offer the draw and push your clock. Your opponent then considers your offer on his or her time.

So why not offer a draw any time you run critically short of time? Your suggestion would make it impossible to lose on time. Just click the draw button as soon as your opponent moves. If he accepts, great (you were about to lose on time, after all); if he refuses, then you got to think as long as you like without it counting against your time limit.

And no, once you offer a draw, the offer remains valid until your opponent accepts, rejects, or makes his own move.

Ok so why doesn't the game click on to the opponents clock once a draw has been offered?

Because you didn’t follow his process in order.

What is the problem anyway? If you think the position is a draw then you can just play right and wait for him to accept the draw? If you are badly behind on time but you think it is technically a draw then you are just losing.

No you can’t. OTB if you offer a draw out of turn (without making a move) the opponent is allowed to see what your move will be and still have the option to accept or decline your draw. There’s no concept of freezing the clock etc as it should always be the opponents move when they’re considering it.

Offer draw after you have moved. That way the opponent thinks on his clock whether to accept the draw or not.
