I hit a brick wall at 1300 I don’t know why. I was stuck there for about a year. I actually stopped my chess lessons and tournaments because I didn’t have time anymore for them. But then I picked the tournaments up again and started playing again here and my USCF rating spiked about 300 points. A bit ironic

I was one of your opponents during your losing streak (yesterday or day before I believe). Before I say anything I just want you to know that based on our game I figure we're about the same skill level, regardless of rating.
It took me a while to break 950 until I really took a disciplined approach to checking all possible lines and eliminating blunders from my game. This is common advice but it's time tested and true.
Besides the obvious, my advice for you would be to play more games per day. Don't worry about your ranking, worry about developing a rock solid game from practice
