How do I boost my Elo rating?

While I have been winning games against higher rated opponents, I seem to struggle severely when it comes to rated games. This accounts for my exceedingly low blitz and bullet ratings. I don't know how to overcome such a conundrum, namely how to improve such ratings, while maintaining a consistent foundation for tactical and strategical thinking. I am conscious of the tactics trainer on chess.com, and I practice a few every day, with my peak rating being at 1750. Howbeit, I am not certain on how to proceed from here onwards.
