What does seem to be fully appropriate is creating a thread that calls out a particular member in a thread devoted to criticizing him/her/them.

There are certain topics that merit locking a thread. Cheating accusations and discussions of cheating in general are the main ones.

This one came from a user who believes that reporting doesn't work. I tried to convince him that hundreds of thousands of accounts are muted and closed every month for abuse.
Some people here are being really nasty in the comments, not exactly sure why, maybe they just troll
Yes, there are trolls. A few were attracted to this thread.
Like I said, you can't make the old comments go away but blocking prevents those people from making any more comments in threads you have started or from messaging you. (You can do it. I can't.)

How many of those mutes are the results of errors made by a bot? I’m guessing a substantial number having been victimized twice myself by the bot. Both times I was forbidden from quoting someone else who managed to post objectionable language without consequence.
I believe that's a design fault. If we are all on a hitlist, so to speak, that counts up the number of times someone uses an inappropriate word, such as "bottom", when referring to that fact that they are sitting at the bottom of the stairs at any given time, and it creates a tally, some will create new accounts just so they can say such terrible things with impunity, in the hope that someone with a longer hit list will quote them.
I did pass up the line, a year ago, some very good advice about how the site could be improved and not constantly bring itself into disrepute by accusing innocent members of contravening community standards. I got a few months diamond membership for the suggestion but it's clear progress, if any, in improving the site is slow.
Wow. I stupidly thought this site was for the betterment of our chess game... Silly me.
Anyone who is abusive in chat should be banned full stop. That includes chat room threads about other chats!

You bring up a very sensitive point. The problem is in interpretation. Interpretation is affected by cultural diversity. Cultural diversity involves humour, which may be the trouble.
One player repeatedly insulted me during and after our daily chess game and kept calling me a CHEATER (which of course I am not). I reported him, blocked, and refused to chat with anybody on chess.com. I hope he gets some kind of warning or punishment.
Hi, one player just insulted me during a game. I would like to ask whether this is normal. I have reported this user and blocked him or her. Hope the moderators take action. I was considering becoming a paying member of this site but now I am not really sure. I don't want to pay money to be insulted while I am making a sincere effort to learn the game.
