You mean, good Russian players hide from international well-funded tournaments because they spare their forces for the Russian championship ?
Otherwise, what makes you think that winning the RC four times is more valuable that scoring indecently in all the recent events ?

Well, there are 2 non-Russian's leading the tournament.

Aronian and Carlsen are not Russian, right ? They are at 3/4.
The Russian GMs in the Candidates are exactly in the average as far as score are concerned (Svidler 2.5/4, Kramnik 2/4, Grischuk 1.5/4 -> average 2/4).
