I'm not a very strong player, but twice today I have played winning positions and my opponents just sat there during their turn and let their clocks run out of time. I had to sit for about 8 minutes both games, just to wait out for the win. When I play and am going to win, I want to win the right way. Why waste your time like that being "afk"? It's annoying and rude.

i agree that it is very rude and disrespectful to do so.
for people who do such actions (for even longer periods of time), the game will be noted as "abandoned" and therefore resigned.
if they abandon/abort games too often, their account will be restricted due to the "Fair Play Policy." first five minutes, then a couple of days, etc.
they may get suspended for two months if this continues.
i mean, you won so it really doesn't matter, but...
it may be because they have to get somewhere or do something.
It's just a waste of time, for me and my opponent. I often times have to fit chess into my daily routine and don't have time to waste. The resign button is there for a reason, it's better than getting banned. People should use it.Ahh the ranting I could do..

@JesseMonsterMoore: This is very typical for immature personality. They're trying to force you to resign, if you don't resign and wait opponent, you'll win the game but lost your valuable time. This is sick. Just block the player, report them and start another one!

While "stalling" is frowned upon, both players agreed at the beginning of the game with the time setup, so I don't see anything wrong with players disconnecting.
A good way to see if your opponent would do that would be to check their games. If you see many "Game Abandoned" then that player would likely to ditch the game when in losing position.
I faced stallers on OTB tournaments, they blitzed on me and ended up on a losing position and just sat and waited until their time ran out. Unfortunately for us, they have the rights to do so, and nothing can be done about it. I tend to prefer playing against Premium Members on Chess.com because they usually don't go afk.
I'm not saying anything new here, but one tactic used by some players is to let their clock run down until they only have a few seconds left, then make a move hoping you already disconnected because you thought they disconnected and lost the game, or else hoping that you went afk thinking they were just going to time out and now it's your clock running down to zero.
I've had them comment: "You're going to sit there like a dog. Gooood dog! Sit! STAY! (given that I'm a girl) Be a good b*tch!" Just goes on and on...I wish there were a way to pull up a console that if you could force mate, click it and it'd just grant the win by default. I've had to hurry up and wait a lot lately on immatures =(

I dont't do it myself, but I see nothin wrong with it. There is a whole school of thought in chess about phsycological ploys to win. "Don't play the board, play me!" says Vinny in SFBF. A player letting their time run out to hope you resign or leave and run out on your time is a last ditch effort to win. Yeah, it's a bit low, but so is throwing members of Kasparov's team into the gulag just before he had to play Karpov in hopes of messing with Kasparov's mind.
Just listen to some music and wait patiently for their time to run out :-)
