It is there lag. I agree it seems to help in quick games, but I don't believe it is adding time. I think it helps because it gives you the perception that there time is already gone when it isn't.
Stealing extra time in quick games

Has anyone else noticed how individuals with poor internet connections frequently get extra time? I swear that I have seen the time run out on a game three times - only to have several seconds reput on the clock.
It is so frustrating to lose to someone who should have lost twice or three times because of time.
Also, after you see someone's time run out - it is easy to lose a second when their clock magically says "9.5 seconds" or such silliness.

Lag on the system means they may not recieve the move you played until a couple of seconds after you play it- so your perception of their time will vary slightly from theirs. This is rectified every time one of you makes another move.
In short, they shouldn't have lost. They didn't run out of time. No-one has time added.
Atleast this site takes into consideration the lag. I've played on other sites before where you can get hung up waiting to make your move to find out your own time as been lost.

i played one quick game where the time went from 28 to 0 back to 23 then to zero then to 9. something then 0 then 5 seconds. i nearly closed the window thinking i won.

Its still an advantage, though. If I think my opponent has EXTREMELY little time left, I'll make any moves I can, even if it sets up a winning line for them. Otherwise they get time to think during my turn.
But if I just randomly hang my Queen by thinking you have 2 seconds left, and you really have 9...

Live Chess is very frustrating in general, lag, server boots, cheaters, spam, and the list could go on and on.

Heres a tip for you: Dont play moves based on your opponents time. Your opponents time is irrelevant. It is YOUR time that makes a difference. Don't even look at your opponents time. Same for OTB chess.

and while you are there thinking that it's their move and their clock is winding down, on the otherside of the screen they have already made their move and think your clock is winding down. No advantage is gained by either party

That's the most ridiculous thing I've heard all day. If I have 10 seconds and my opponent has 2, is there really any point in thinking about my move barring the obvious avoidal of checkmate? Even Heisman points out in one of his Novice Nook articles, which I'm quite too lazy to cite, it can be effective to make quicker moves to prevent your opponent from having time to think during your turn if he is in time trouble.
