You are not "stuck at 150 rating", you intentionally lose games to go down. That is cheating. Here is a nice example, where your opponent (another cheater) allows you to mate him with the "fools mate", but you double-cross him and resign instead.
Just keep resigning, and you will soon reach the wanted 100 rating. And also a ban, I hope.
