Once in the forum a mod has made a statement (not implying its necessarily a rule) that in case of wrong accusations (cheating would be one possibility) leading to an account close, the account could be opened again. The main difference between new account and reopen is the lost history which can get valuable for long term member.

Sure, the kind of interesting writing of Urk was very good for the site, many people think like this, me too.
