Pachman's 'Complete (or Modern) Chess Strategy' is terrific. Fischer writes wonderfully well in 'My 60 Memorable Games' and is excellent at setting the scene and drawing out the drama of the games in his collection, though one suspects that Larry Evans (his editor) had quite a lot to do with its excellence as a book (as opposed to the chess which is of course Fischer's). Just to add that for its sheer readability and that drama I'd vote for Fischer (or is it for Evans?).

He is probably not THE BEST chess author, but Peter Romanovsky wrote a wonderful 2 book series called Chess Middlegame Combinations and Chess Middlegame Strategy.
I think these were the only two chess books that he authored. I enjoyed them tremendously.
My vote goes to David Bronstein. His book on Zurich 1953 is full of fascinating insights and analysis, both positional and tactical.
Another author to watch is GM Mauricio Flores Rios. His "Chess Structures: A Grandmaster Guide" is incredibly instructive. If his next book is as good, I'll be tempted to move him to the top of my list of the best chess authors.
