Shutting off chat would simply shut off the chat and shut him or her up. End, done, no more threats, just a game of chess. There is nothing here that "just feeds his toxicity".

I think a mod will edit out the accusation, they usually don't like naming and shaming.

Where does it say "blurting out" a toxic user name is forbidden? I've seen it on the forums plenty of times. There is nothing private about a user name.

The site has a no naming/shaming rule, and revealing the offender's usernames is not permitted. There are already dedicated channels/methods to report such abuse, and the public forum is not one of them.

Member profiles show an activity feed of content created by that member, so just viewing that will show topics a member started.
