You aren't supposed to make those kind of accusations in the forum.
If you have a complaint to make, you are supposed to write an email to the staff.

He may just have connection problems.
I personally think that it looks more like whoever you were playing is using an account created by somebody else. They won 1 game six months ago and got a high rating. Now whoever is playing has lost 4 in a row and it will take a few more games to erase that good rating.
