It seems the rating is calculated on time when the game is finished (not started). According the screenshots you provided that guy had 2021 points when played against jacky[...], so the guy lost in that game and got 2006 points. Your game was finished after that game.

No I clearly remember that when our game started my opponent't rating was 2021. When my opponent lost to me - his rating became 2006. It means I won against a 2021 opponent.

The rating after the game is completed is the rating that is used for determining best win. The assumption here is that your opponent's rating wasn't accurate at 2021 since he lost, therefor the more accurate rating was the 2006 post-game one.
