Are you sure your partner is in Live, on the website, and in v3 at the time?
This could be due to settings. If the person does not allow anonymous or non-friend communication, you may be able to send, but the other person will not be able to receive due to the other person's settings. (Check settings. If settings are correct, such that you're not friends, and both of you allow non-friends to send messages, communicate... then it's a definite bug. Else, the person may just be declining, and you're not receiving the notification.)
Or, in simpler terms... there are definitely bugs in Chess.com's interface... which they haven't specifically clarified (or, at worst, refuse to do so).

You don't need any particular operating system, though you do need to have a modern browser with decent Javascript support.
