not allowed to play a game against my friend due to rating

Hi, I just finished a game against a friend of mine, and even though I won the game, I was not allowed to rematch him (or he I) due to the difference in our rating.
I thought this app was set up so we can play against our friends, or is it only for people who want to play competitively? This will mean that I cannot even play against my sim because he is too low a rating as well.
Is there a way around this issue? I have tried starting a new unrated match but am not allowed to do that either.
The system does not work if one person plays a lot against other people (and so increases in rating) while the other person only plays one or two people
