I was about to [romote my pawn to a queen by capturing an enemy piece when the board just would not accept my move. This has happened to me on several occassions. I baffled by this. I lost on time because the board won't accept my move.

I don't see any reason why this would have happened, i.e. you weren't in check. However glitches like this occur sometimes, so I would probably contact chess.com and see what they say.
put the automatic promote to queen option ON, it will solve most of the problems ;)
