A question: How do I find the site-wide distribution of puzzles ratings? Is it even available to members?

Great! I learned that about 0.7% of the site users are rated above 2700 in tactics. Interesting. 

I wonder what is the highest "legitimate" tactics rating - i.e., obtained without any tricks or outside help. If I had to guess, it shouldn't be much higher than 3500, if that.

Depends on what you mean by "tricks".  There are a limited number of extremely high-rated puzzles, and a few people have memorised all of them.  This lets them eventually work their way up to a very high rating without any outside assistance.  Is that a "trick"?

Well, no - that wouldn't be a "trick". I think that it's legitimate, if someone can pull it off and considering both the rather huge amount of problems overall AND the fact that new problems are always fed into the system...
