There really aren't a lot of official rules for clubs.
The community policies mentioned above are the closest you'll find.

Members doing it in other ways risk getting muted or their accounts closed. I guess it is possible if groups were active soliciting their members to break those rules the clubs might get closed.

Yesterday, @GM_MAGNUS_KINGDOM said that he would join someone’s club if they post a link and the best ones would get a free Gold membership. I posted a link to my club and I got blocked from posting there, why?
