New accounts can send and accept open challenges, old accounts cannot.
Perhaps it is players with more than 10% timeouts wanting to play in tournaments lol. Or aborters being blocked from playing live challenge matches...

Yep. Since chess.com can't stop people from turning around and starting a new account, there's a limit to the effectiveness of any punitive policy they implement.
The last couple of days I've been getting game after game with brand new members, at least in the 1300-1500 range. The hell's going on? Did chess.com go on a massive advertising spree or something? It's been a while since I played someone I've played before and it's starting to feel like a bunch of bots have taken the site over. (Cue Twilight Zone theme...) This happen to anyone else?
