This is kinda stupid because you can TRADE ROOKS ON AN OPEN FILE. Or you could make a king and pawn endgame. etc., etc.

OK, yeah, see it, four captures required to have promoted the two black bishops, and five missing from white including the dark squared bishop which must have been captured on it's original square. The light squared bishop had to be loosed in order to be captured by black's e-pawn, so exf3 can't have happened on the last move.
I just noticed in both problems, white could have moved last.

Care to elaborate? I haven't studied too deeply your own composition, but I can't see a possible last move for white in mine.
Checked again - you are right. White has no last move.
