im a traditionalist on this , it is upto the player with the material advantage to offer the draw , if im up material and get a draw offer i smile at the cheek of it lol , granted that smile wears thin when every move the same draw offer gets repeated but then i go all out for the win , if it is there

Offering a draw has nothing to do with material. If I have as forced draw, I will offer it, even if material down. If you decline, I will simply prove it, whether it be perpetual, Philidor's draw, etc.
Also, if I am down material, but have massive pressure on the king, and I see you being nervous, though theoretically lost, I may offer.

But why would people ask for a draw right after their move? do you think it could be because they don't want to lose any points? Even tho they know they are going to lose? It's weird how they want a draw right after they move maybe they made a wrong move or something.
