but sometimes people might go away because of your bad rating

No. Generally speaking, a 100 rated chess player could become a Top Blogger. Too become a Top Blogger, you must write lots of blogs on a daily basis, and your blogs must be educational and somewhat chess-related. Other than that, rating doesn't matter.
