I experience the same problem. I often get matched with a player that is SUPER high-rated, and it is the same one person every single time until they go offline.

I've been paired with the same low-rated person, who is already offline, for 6th times now.
Also I've noticed that a game had started while I had not even asked for a game. The live page was open, that was all.
Something really bug-ish is going on with the pairing for live 960.
