Reporting a single game wouldn't be any different than just reporting the member on their profile
It should also be noted that the site does not use Game Review accuracy as a detection mechanism.

I've just lost a game, where during play, my opponent's ELO was 400. When I resigned, his score went up to over 800. How does this happen?

Cuz he jus started, so his elo change after each game will be huge

It was a daily game and was effectively the first daily game your opponent had played. (Your opponent's actual first daily game hadn't even been rated because it went only 3 moves.)
I would like to suggest an improvement to the reporting system on chess.com—specifically, the ability to report individual games.
For users with unlimited game analysis, it could be useful to introduce an option to report a specific game, ideally through a form that also allows for an explanatory comment.
For non-premium users, the feature could allow reporting not just the player in general, but the particular game in question.
I've looked for documentation or confirmation that this functionality already exists, but I haven't found any. So I assume the current reporting system is focused on the player rather than the specific game.
