So what?! My taxes has already paid me a free membership to all of the content in the internets as well.
I can go to any city and use the park benches.
If you're homeless, any city has a homeless shelter where you pay 5 € / night and can shower as much as you want, get a bed and get something to eat for dinner and breakfast. In some cities it is, even, free. Been there, done that.
I disagree with having to pay to play chess "over the internet".

A FIDE rating is, like a UCSF rating, something that is paid for by membership fees and a tournement sponsed by these agencies likewise... A tournement here is free and a rating here is free the two are not the same... A rating here is rarely reflective of an OTB rating...
