It is legal, I think it is not fair play, but it is not forbidden.

Let me propose a hypothetical situation. A 5 minute arena tournament is winding down. There is less time on the tournament clock than on a player's clock. Let's say that the arena clock shows 1:02 and a player has 2:00 on his clock. Would it be considered unethical or unsportsmanlike for that player to just let his clock wind down without making a move or is it good strategy and within the rules of fair play?
