I don't think regular members can move players, but I could be wrong. The ones ran by the site are handled differently.

When someone sets up numerous tournaments that run concurrently, for example:
1000 Tourney VI
1100 Tourney VI
1200 Tourney VI
etc.
How do they make it so that when the tourney starts, the players are "moved" into the correct group based on their rating?
