I think it is not possible. First you have to play in Egypt to get Fide ID.

i have a fide rating belonging to Egyptian Federation, and i want to play a tournament in Istanbul,turkey what is the process? - put in mind i'm not in Egypt currently and will be heading to turkey immediately.
