    Another source suggested development is finished when you have moved every piece once. So joining the rooks would not be enough, you have to move them (with purpose!) Another suggestion is that you should make at most 3 pawn moves in the development phase. Also there are theories on which square you can develop Bishops to - in some circumstances you might get into trouble developing them beyond rank 4 (making this a general rule would disallow Ruy Lopez - but maybe for beginners this would be fine...?) Discuss...
